Added Test Email option to allow Admins to test the SMTP settings

Renamed the "Abandoned" reports to "Declined/Ignored" for better clarity

When an Admin or Manager ends a waiting chat, that chat will be labelled as "Dropped"

Fixed bug where On Premise queues would shut down and be set to disabled if an Admin opens the control panel tab
